Today's Search Engines are smart and they look for more than just Meta Tags (HTML tags placed in the source code of a webpage, ie: Title, Description & Keywords).
All factors of the website are taken into consideration when it comes to it's ranking:
- Meta Tags
- Page Text
- Alt Tag (Text text that shows up when you mouse over an image).
The key to search engine placement is relavant textual content.
In fact if the Meta Tags do not match the content of your web pages the Search Engines (especially Google) will penalize your website.
Also the more specific your search terms, the better chances you have.
For example:
If your page uses the term "Mailbox rental Cityname"
you will be ranked better than "Mailbox rental".
